I almost wish Andrew had chosen more definition as to what kind of system he is referring to, here. This is a blog about creating financially stable developed areas, but the article is about economics more than most of the other articles. So is he talking about a zoning system, an informal division of property, or purely economic reforms in the form of incentives? All? Something else?
